Green Forum is inviting consultants to apply for the evaluation of the Green Political Organisations
Programme (GPOP 2.0). The evaluation will take place between January 2026 and April 2028 and will
focus on learning, documenting results, and supporting improvements to the programme.

Terms of Reference for Ongoing Evaluation – GPOP 2.0

1. Background

Green Forum Sweden is a political foundation on a mission to accelerate the transition to sustainable democratic societies by amplifying green political organisations and strengthening green principles in political systems. Since its establishment, Green Forum has supported movements in Africa, Latin America, and Eastern Europe.

2. Context

The Green Political Organisations Programme 2.0 (GPOP 2.0) operates through Sida’s “Democracy Support through Party Affiliated Organisations” framework. The Programme was originally developed for a five-year period (2023–2027), with an overarching goal of strengthening organisations’ internal infrastructures and political setup, increasing inclusion of marginalised groups, and advancing organisations’ ability to position citizens’ demands in politics. Due to a change in Sida’s strategy, funding was first granted for one year. With the adoption of a new strategy at the end of 2023, GPOP 2.0 has been granted funding for 2024–2027 while the results framework has been maintained.

To achieve GPOP 2.0 goals, Green Forum applies sub-granting and provides capacity-developing activities, networking, and peer-to-peer learning between green actors. Individual projects with sub-granting partners have been established collaboratively – each partner develops project proposals and receives funding to implement initiatives. Programme partners participate in training and networking activities organised by Green Forum.

3. Assignment

3.1 Purpose

The purpose of the evaluation is to:

  • Confirm, safeguard, and improve the design, content, methods, and implementation of the programme for optimal impact.
  • Shed light on target groups and their possibilities to influence political or organisational change related to the objectives of the programme.
  • Support adaptive management throughout the project and suggest changes for future programmes.
  • Support the identification of outcomes – expected and unexpected – expressed in terms of change, and how they were achieved.
  • Shed light on the Green Forum partnership model’s ability to promote sustainable change and how priorities are set by the partners.
  • Provide inputs to increase Green Forum’s understanding of challenges partners are facing in reporting, and how reporting can be improved to contribute to upward accountability.

3.2 Evaluation approach

The GPOP evaluation will be conducted as an ongoing, learning-oriented process that generates insights for programme improvement, while at the same time being adaptable to meet the reporting requirements of upward accountability.

It can include elements of outcome harvesting (tracing both expected and unexpected changes) and theory-of-change analysis.

Constant learning from evidence, experience, and critical reflections are important elements in the organisation of GPOP 2.0 and its evaluation, which takes place as a collaborative process between the programme actors. An important component of this approach is learning seminars/workshops with Green Forum and implementing partners, facilitated with the aim to discuss emerging findings, assess learning from gradual results and changes that occur in the programme, and agree on corrective actions.

3.3 Methodology

The evaluation will be carried out by the consultant in coordination with Green Forum staff. To this aim, Green Forum will continuously provide access to documentation including project plans, reports and other relevant information. A combination of different methods could be used to ensure the robustness of the evaluation process. Examples of methods are questionnaires, interviews, focus groups/sharing circles, participant observation etc. The assignment can include field visits, event participation, meetings with relevant stakeholders, as well as implementing partners’ and Green Forum’s management and programme coordinators.

The consultant must submit a methodological proposal for the evaluation. The successful proposal will be a departing point for a work plan. The plan will be developed after the consultant has been briefed about the project and accessed documentation. The work plan will be developed yearly in collaboration with Green Forum and approved before data collection takes place.

The Human Rights-Based Approach (HRBA) also plays a key role in designing the evaluation as it allows the evaluators to include key elements like transparency, accountability and non-discrimination in the entire evaluation process. Data disaggregation with relevant categories for the project is expected in the evaluation report.

3.4 Reporting

The consultant is to complete the following deliverables during the assignment:

  • Yearly work plans, including a description of the methodology and methods to be used, and an overview of suggested dates of visits to be done during the year.
  • Written annual evaluation reports for 2025, 2026 and 2027 including methodology, findings, learnings, conclusions and recommendations fulfilling the purpose of the evaluation described in section 3.1. The final report will be a programme report that focuses on outcomes, structural change and lessons learned over a 5-year period. All reports shall be written in English and should not exceed 20 pages excluding appendices.
  • Written evaluation reports shall be accompanied by oral reports, presenting main highlights of the evaluation.
  • Learning workshops, max 2 per year (can include both Green Forum and partners), to be decided each year.

It is expected for the evaluation to be carried out from January 2026 to April 2028. The delivery of reporting shall be done according to the following schedule:

3.5 Budget

The budget for the consultancy shall not exceed 600 000 SEK excluding VAT. The budget does not include travel-related costs. These will be covered by Green Forum based on request and assessment of needs during the engagement.

3.6 Fees

The consultant shall indicate the fees/rates to complete the assignment.

3.7 Payment

The disbursement frequency will be agreed with the consultant.

4. Qualifications

The consultant shall have the following qualifications:

  • Relevant education for the task, for example, bachelor’s/master’s/PhD in international development, social/political science or related fields.
  • Previous experience from ongoing and learning-oriented evaluation.
  • Previous experience in evaluating development cooperation programmes in the political field.
  • Demonstrated ability with data collection and analysis methods.
  • Demonstrated ability to draft and lay out quality documents and reports.
  • Excellent command of spoken and written English.

Preferred:

  • Experience evaluating/working with political organisations.
  • Knowledge of Spanish is a strong asset; knowledge of Serbo-Croatian is an asset.
  • Knowledge about the political context in Latin America / Western Balkans.
  • Cultural understanding from the programme countries.

5. Documentation required

Interested parties must submit the following documentation:

  • Letter of interest, CV and a presentation of relevant previous experience and qualifications not exceeding 3 pages.
  • Methodological proposal (max 2 pages).
  • Economic proposal specifying a lump sum for the deliverables required in this document. All costs shall be given in Swedish kronor, excluding VAT.

6. Procurement procedures

The tender is subject to an open tender procedure. The ToR will be published online. The tenders will be assessed considering the following aspects:

  • The content of the tender (that all the required information is enclosed, otherwise the tender will be disqualified).
  • The knowledge, skills and experience of the tenderer, including criteria listed under the Qualifications section.
  • Quality of the suggested methodology.
  • The cost of the tender, i.e. the degree to which the tender represents value for money.

The successful consultant will be selected by Green Forum based on interview and materials provided.

7. Grounds for exclusion from participation in the procurement

Candidates or tenderers will be excluded from taking part in a procurement procedure if:

  • 1. They are bankrupt, subject to insolvency or winding-up procedures, where their assets are being administered by a liquidator or by a court, where they are in an arrangement with creditors, where their business activities are suspended, or where they are in any analogous situation arising from a similar procedure provided for under national laws or regulations.
  • 2. It has been established by a final judgment or a final administrative decision that the candidate/tenderer is guilty of grave professional misconduct by having violated applicable laws or regulations or ethical standards of the profession to which the candidate/tenderer belongs, or by having engaged in any wrongful conduct which has an impact on its professional credibility where such conduct denotes a wrongful intent or gross negligence, including any of the following:
    • i. Fraudulently or negligently misrepresenting information required for the verification of the absence of grounds for exclusion or the fulfilment of selection criteria or in the performance of a contract.
    • ii. Entering into agreement with other economic operators with the aim of distorting competition.
    • iii. Violating intellectual property rights.
    • iv. Attempting to influence the decision-making process of the Contracting Party during the procurement procedure.
    • v. Attempting to obtain confidential information that may confer upon them undue advantages in the procurement procedure.
  • 3. It has been established by a final judgment or a final administrative decision that the candidate/tenderer is in breach of its obligations relating to the payment of taxes or social security contributions in accordance with the applicable law.
  • 4. It has been established by a final judgment that they, or persons having powers of representation, decision-making or control over them, are guilty of fraud, corruption, involvement in a criminal organisation, money laundering, terrorist financing, child labour (or any other forms of trafficking in human beings) or any other illegal activity detrimental to Sweden’s or Sida’s interests.
  • 5. The tenderer has shown significant deficiencies in complying with main obligations in the performance of a contract financed by Sida or the Contracting Party, which has led to the early termination of a legal commitment or to the application of liquidated damages or other contractual penalties, or which has been discovered following checks and audits or investigations.
  • 6. They, their subsidiary, another company belonging to the same group of companies, a consortium partner or other affiliate is found on the list of EU restrictive measures. The lists of persons, groups and entities subject to EU restrictive measures are published on the following website: www.sanctionsmap.eu.

Candidates or tenderers must certify on honour in their tenders that they are not in any of the situations listed above.

8. Exclusion from award of contracts

Contracts may not be awarded to candidates or tenderers which, during the procurement procedure:

  • (a) are subject to a conflict of interests;
  • (b) are guilty of misrepresentation in supplying the information required by the Contracting Party as a condition of participation in the contract procedure or of failing to supply this information; or
  • (c) where the Contracting Party determines that there are grounds for exclusion according to the Grounds for exclusion section above.

9. Tendering

The tender containing all required information will be submitted to Green Forum by email to the following address: info@greenforum.se at the latest on 11 January 2026. The subject in the email should read “Evaluation GPOP”.
